Announcing LCHC’s 2025 Latine Health Policy Legislative and Budget Priorities

Today, the Latino Coalition for a Healthy California is releasing our 2025 Latine Health Legislative and Budget Priorities package. 

With federal threats on the horizon that jeopardize health and civil rights, LCHC is prioritizing policies and budget investments that keep our communities safe, healthy, and that protect our progress towards health equity.

    • Medi-Cal – Protecting access to Medi-Cal for All and Medi-Cal Continuous Coverage –  LCHC Cosponsored
    • CHW/P/R – Rate Increases for Promotoras, Community Health Workers and Representatives – LCHC Cosponsored 
    • Food4All – Access to nutrition benefits regardless of immigration status
    • Strengthening our Healthcare workforce through the Addressing the Latine Physician Shortage (ALPS) CampaignProtect and advance our state’s healthcare workforce investments that support pathways to increase Latine physicians to better serve communities throughout California.

Ensuring Health Justice in California

This year, California faces several challenges. From growing public health risks, wildfire relief, to federal funding cuts, California lawmakers must keep equity and justice in mind when thinking about the long-term sustainability and prosperity of our state. This includes ensuring the health and safety of communities who continue to be wrongfully scapegoated and are still recovering from socio-economic disparities exacerbated during the COVID-19 pandemic.

In this uncertain time, we must protect our California health justice wins. We have achieved Medi-Cal access for all low-income Californians regardless of immigration status through the Health4All campaign and continue to support the removal of immigration status barriers in Covered California. These achievements, however, are now threatened by federal cuts aimed at attacking and scapegoating immigrants and other vulnerable populations. Today, more than ever, we must defend Medi-Cal. 

Additionally, to protect the health and well-being of all Californians, we must protect safety net programs.  LCHC commits to protecting Food4All investments, which will unlock access to the most vulnerable to the state’s California Food Assistance Program. California must continue to champion immigrant rights and inclusion for a better future. 

Lastly, we must continue investing in the health workforce that keeps our communities healthy. Despite Latinos making up 40% of the CA population and over half of the Medi-Cal population, Latino physicians are significantly underrepresented as  providers in the state. Our LCHC Addressing the Latino Physicians Shortage Campaign will increase culturally and linguistically responsive care that enhances the quality, equity, and access of healthcare services by increasing the number of Latine physicians. This will lead to improved health outcomes for all Californians.

Our Policy Roadmap:

This package of priorities ensures that we protect the health of Latine and Indigenous Californians and that we continue being a leader for an inclusive and economically proactive budget that invests in California’s number one resource: its people. Investing in the health and well-being of Latines will continue to make California a strong economic force. The roadmap, a companion document, is the set of strategic milestones in LCHC’s policy development and advocacy process that enables us to identify and address health issues impacting our community and the solutions that will address these issues. The LCHC Policy Roadmap consists of:

  • People-Centered Policy Advocacy: We center the voices and power of communities to identify areas of health needs through our ‘Nuestras Voces, Nuestras Salud’ Listening Tour.
  • Legislative & Administrative Action: We engage in California’s legislative and administrative processes to elevate Latine voices at the Capitol by supporting legislation and state budget investments that will improve the health outcomes of Latines in California.
  • Latine Health Legislative and Budget Priorities Package: We advance Latine Health Policy focused on both ongoing and new legislative and administrative efforts to advance health justice.
  • Latine and Indigenous Health Policy Summit: We bring together Latine leaders and allies to provide insights surrounding intersectional and multicultural policy solutions that address inequities among Latine communities.
