RE: SB 1099 (Steinberg) – Special Immigrant Juvenile Status Proceedings
Dear Senator Steinberg,
I strongly support SB 1099 (Steinberg), which will improve the management of Special Immigrant Juvenile Status (SIJS) proceedings at the state level. Thank you for your leadership in making this clarification of state court jurisdiction that has the potential to improve children’s lives. We are dealing with a humanitarian crisis that is directly impacting vulnerable migrant children who have fled their home countries to escape life threatening violence, gang-brutality, domestic abuse, and sex trafficking.
SB 1099 clarifies the state court’s jurisdiction to allow for the process that is necessary for eligible children to apply to the United States Citizenship and Immigration Services (“USCIS”) for Special Immigrant Juvenile Status (SIJS). SB 1099 will provide uniformity to the way the state courts handle such cases and will help clarify what “best interest” of the child means when determining whether to make the SIJS findings. The bill also provides protection to the children whose personal information is being reported in the internet media by requiring that the records remain confidential in the same manner children in the dependency courts have their privacy protected.
I strongly support SB 1099 as it will ensure that California is taking the appropriate steps to ensure the children receive essential services and legal counsel. We appreciate your dedication and work during these critical moments. For these reasons, I offer my strong support on SB 1099.
